Xinhua's 2023 recap of CITIC's new-trade-finance stack is the cleanest timeline: FX collection qualification in 2019, Xin Yin Zhi Hui launched in January 2020 for Amazon export proceeds. A Jinan branch release in January 2026 still calls CITIC one of the first banks authorised for Amazon cross-border collection and an Amazon-certified partner bank. For a seller that means the marketplace is paying a bank account, not a payment-institution wallet (“second clearing”). The trade-off is bank onboarding, document packs, and campaign windows that look like corporate banking, not a two-tap fintech app.

FX payout and reporting
The pitch is: once funds hit the overseas account you can withdraw, including weekends, compressing the usual 3–5 day corridor to “T+0 / seconds.” Amazon still releases on its own cycle; the bank corridor is a second clock. What you do not do yourself is BOP reporting, FX registration, and onshore RMB clearing — that is the bank-shaped difference versus a wallet. The Jinan release also claims personal sellers can settle without consuming the US$50,000 annual convenience quota. Treat that as a policy interpretation to confirm in writing with the account officer.
Bank FX and add-on finance
Marketing stresses CITIC's published board rates and “no extra FX loss,” which usually means the on-screen rate is the final rate, not a mid-market guarantee. Supply-chain loans appear in the same brochures; limits and collateral are contract items, not part of a free payout SKU.

Pricing and value
This catalogue previously advertised three months free then 0.05% (万五) for two years. CIFNews in May 2026 and older expo copy instead cite a 0.2% withdrawal fee with the first three months free. Neither figure was on a public tariff schedule on 2026-09-06. Use the rate inside the CITIC agreement.
Do not compare a single percentage with Payoneer: wallets bundle FX markup, speed, and freeze risk; a bank rail may look cheaper and then add onboarding time and campaign expiry. “Save more than CNY 16,000 a year on US$1m monthly volume” is a branch formula, not your ROI.

Xin Yin Zhi Hui's edge is bank principal + regulatory filing, not feature count. Airwallex is closer to a global business account. Coral and Skyee are smaller licensed wallets.
